Malibu is one of the only cities in California where the entire municipality is designated Very High Fire Hazard Severity Zone; a citywide, council-adopted designation rather than a partial or parcel-by-parcel one. The City Council adopted this designation by Ordinance No. 527 on November 1, 2025. As of July 26, 2026, no Malibu-specific Zone 0 fencing ordinance has been identified beyond the statewide draft rule.
