Lake Elsinore's city-center point returns High Fire Hazard Severity Zone (LRA). That reading describes the city center only. Measured across the whole city, Very High is the dominant tier: clipping the State Fire Marshal's 2025 LRA layer to the city's Census boundary returns 30.7 of 43.7 square miles as Very High, against 2.1 square miles High and 1.6 square miles Moderate.
Correction, August 14, 2026: This page previously stated that the Very High reading on the Ortega slope above Lakeland Village sits in unincorporated county land and should not be attributed to the city. That is true of the Ortega slope itself, but it left the impression that Lake Elsinore is a High-tier city. It is not. Very High covers the majority of land inside the city limits, and the correct reading of the city-center result is that the center is an exception, not the rule.

Adoption status: No city-adopted 2025 map ordinance has been confirmed for Lake Elsinore itself. A June 2025 news item concerned Riverside County Ordinance 787, not a Lake Elsinore city ordinance. The city's own code (current through Ordinance 1519, September 9, 2025) still cites the 2009 map as of our last check. Do not read this page as stating the city has adopted the 2025 map.
